The Regulations set requirements for the design, installation and maintenance of plumbing systems, water fittings and water-using appliances. They are also there to prevent waste, misuse, undue consumption, contamination and erroneous measurement of water. They apply in all types of premises to plumbing systems, water fittings and appliances connected or to be connected to the water supply. They apply to underground pipework, including the service pipe connecting premises to the supplier's water main.

If you’re building or developing a property, the infrastructure charge covers the costs of the extra demand on our existing network of pipes.
The charges are separate from the additional connection charges and it needs to be paid before connection is made.
Whether you’re connecting directly or indirectly, the charge would apply to:
- Building a new house including permanent caravans
- Additional new building on the site of demolished building
- Conversion of existing building into additional units or dwellings
- First time connection of an existing property
- New non household and industrial units

Yes, if you are or are employing an accredited self lay organisation, you can undertake this work. You can agree with us to lay your water mains and connections, however you will need to make an application to do so.

If you want to lay service pipes only, including the section in a street, we'll provide you with a quote for a 'connection only'. You’ll have the responsibility for:
- All excavation
- Pipe laying
- Adequately exposing the water main
- Backfilling
- Reinstatement
- Traffic management
We’ll make the connection on the water main and install a boundary box and meter.
Approved plumbers can be found through WaterSafe or on the Water Industry Approved Plumber Scheme WIAPS.
Yes, if you would like to separate your supply from a shared supply you can apply for a new connection.
We’ll give you a 20% discount (up to a maximum of £250) on our charges for the work that’s required to install and connect our part of the new supply pipes to the water main.
For any alterations required on your private supply or plumbing, you’ll need your own plumber. Approved plumbers can be found through WaterSafe or on the Water Industry Approved Plumber Scheme WIAPS.
You’ll need to apply for a new connection if you need a temporary building water supply.

We’ll provide you with a quote which will be specific to your connection requirements after we’ve completed a site survey.
The quote will be made up of:
- Connection costs (all work, materials required for us to make connection)
- Traffic management (depending on the location of our water main, there will be costs involved in managing the traffic)
- Infrastructure charges (all properties connecting to our network for the first time will pay these charges)

Each flat will require a metered supply, even if the house was previously unmetered. If the house was previously metered you can either have this disconnected or utilise the supply for one of the flats, ensuring any internal plumbing amendments are made so it only serves one flat.
Usually each flat would have a new connection to our main. However, providing the building remains in single ownership and the flats are leasehold then a single larger diameter connection to our water main which is split internally via a manifold may be possible. This enables an internal meter for each flat or apartment.

Where the flats are separately owned each will require an independent new metered connection to our main and in this case bills would be issued individually.
Yes, pipework and plumbing must comply with the Water Supply (Water Fittings) Regulations 1999.
These are designed to stop contamination of water supplies by preventing back-flow, back-siphonage and interconnections of water from other sources.
You can apply for a new water main if it will serve 2 or more properties which haven’t previously connected to our network (directly or indirectly)
We will ask you (and any other applicants) to pay any difference between our costs in providing the water main and the income we receive from charges for water supplied from the main in each of the following 12 years.
We may also require some financial security from you before doing the work.
We must provide the water main within three months of your agreeing that we do so.
