New Appointments and Variations (NAVs)

New Appointments are made where a limited company is appointed by Ofwat to provide water and/or sewerage services for a specific geographic area.

Variations are created when an existing appointed company asks Ofwat to vary its Appointment so that it can extend the areas it provides services to.

A NAV is a water and/or wastewater provider in its own right and replaces the statutory water company in the area or areas for which Ofwat grants an application. They have the same duties and responsibilities as the previous company.

A site will be eligible for applying for a new appointment and variation if it is:

  • unserved;
  • for a large user; or
  • given consent by the incumbent water and/or sewerage company.

Information for NAVs considering new sites in our area

If you are a NAV considering potential sites within South West Water’s appointed area of supply, in order to make your application to Ofwat for the new appointment, you’ll need some information from us, as the incumbent water and/or sewerage company.

If you’re looking to make a bulk connection with our network(s), we can also help you set up the bulk agreement(s), arrange for any site-work and set you up as our customer.

We understand you may be working with a number of different Wholesalers and we want to make it easy for you to deal with us.

Information for Developers

Developers may be able to choose a NAV rather than South West to supply services for a particular site or premises. The NAV would then become the monopoly provider for that particular site.

 

To have a development connected to a NAV, you will have to contact a NAV and discuss the arrangements. The NAV must then apply to Ofwat for an appointment or a variation of their appointment in order to serve the site.

Pre Development - Point of connection information and Site Served information

As you begin to plan your development, our dedicated NAV team in Developer Services will work with you to agree the points of connection to the water and wastewater network. 

You can apply to Bournemouth Water for a point of connection (PoC) using our dedicated NAV PoC Application:

We will provide the PoC information within 28 days on receipt of the completed application and payment.  The offer will remain open for acceptance for three months.  Should you wish to proceed with the offer after this timescale, you must re-apply unless you have informed us in writing of your new timescale.

You will also need to gain confirmation regarding the unserved status of the site. An unserved site is a site that does not include any existing water and/or wastewater connections to our network.

You can request a site status response by completing the above application form either alongside the point of connection enquiry or use this form independently for site served information only.

We will provide the site served information within 21 days of receipt of the application.

Draft Bulk Supply and Discharge Agreements

Depending on the type of service you will provide we will need to set up bulk supply and / or discharge agreements with you.

Copies of our draft agreements can be found on the links below. These are industry standard documents which came in to effect on 1 July 2020.

Please note that we are developing special conditions which align with our New Connection and Developer Services Charging Arrangements and our Bulk Charges for NAVs. These will be available with an updated questionnaire as soon as possible. Please contact us if you have any questions in the meantime.
